About ICCM


At the Sixth Ministerial Meeting, held on 27 September 2015 in New York, the Global Counterterrorism Forum (GCTF) members approved the launch of the International Counterterrorism and Countering Violent Extremism Capacity-Building Clearinghouse Mechanism (ICCM). Unveiled in September 2016, the ICCM is an online database to help GCTF members coordinate projects and technical CT and CVE assistance. Since then, officials from GCTF countries and the ICCM pilot countries have begun using the ICCM.

In the final six months of the project, the implementing team has been preparing country reports and analysis on the ICCM pilot countries – Kenya, Nigeria, and Tunisia – based on the data they have collected.


Co-led by the United States and Turkey, the ICCM is an online database of recent and ongoing counterterrorism (CT) and countering violent extremism (CVE) capacity-building assistance in three pilot countries. The ICCM helps officials from GCTF member countries and organizations identify and de-conflict gaps in CT and CVE programming.

Based on the analysis provided by the ICCM team, the United States and Turkey will propose recommendations to the GCTF co-chairs on how to better match pilot country needs with donor resources.


The ICCM’s data includes over 1,200 unclassified, high-level information on civilian-led projects, such as project name, category, donor, country, timeline, and funding level. Donors can search and sort projects by this information, and visualize the data in graphs and charts. The ICCM implementing team has gathered data from three sources:

  • Interviews with officials from pilot countries, partner governments, and multilateral bodies;
  • Open source research, including aggregating relevant data from over 500 online databases; and
  • Internal government databases, including those from the United Nations and the United States government.

Users have the ability to add or edit information directly on the ICCM so that it remains up-to-date.
